Rochester, NY DMV Offices: Locations, Hours & Late Days

Monroe County runs four Rochester DMV offices, all with Rochester mailing addresses: downtown at 200 East Main Street, Greece in The Mall at Greece Ridge, Henrietta at Frontier Commons on Jefferson Road and Irondequoit in Irondequoit Plaza on Titus Avenue. From Tuesday through Thursday, one office is always open until 6:30 p.m. The late hours don’t stretch every transaction: enforcement transactions end at 3:30 p.m. at all four offices, and permit tests are given until an hour before closing, except that the state lists car permit tests in Greece only until 11:30 a.m. Greece’s last Saturday opening of 2026 is October 31; Saturday hours return on the last Saturday of January.

Appointments and Qless Check-In

The same rules apply at every Rochester DMV. Appointments are required for:

  • REAL ID licenses and IDs
  • Enhanced licenses and IDs

Everything else is walk-in business. Monroe County’s Mobile DMV

Monroe County also runs a mobile DMV, which the county restored in August 2026 after state equipment problems had sidelined it. It stops in a different town each Wednesday, from 10:00 a.m. to 3:30 p.m.:

The mobile unit doesn’t give permit tests or handle REAL ID or Enhanced licenses, so use one of the four offices for those.

Plate Surrenders and Mail-In Transactions

Every Monroe County DMV has a plate surrender bin near its entrance, available only during office hours. A surrender costs $1, payable by cash or check to “Monroe County Clerk,” and the receipt is mailed to you. You can also surrender plates by mail, and the county lists other transactions that can be mailed in on its DMV page.

Fees and Use Tax

Monroe County residents pay a county use tax of $10 or $20 with each two-year registration, depending on the vehicle’s weight. The county isn’t in the Metropolitan Commuter Transportation District (MCTD), so a Class D license renewal costs $64.50 rather than the $80.50 charged in the New York City area. Renew Online and Skip the Trip

Many renewals don’t need an office visit. You can renew a license online if you’re eligible and pass an eye test with an approved provider, and renew a registration online up to one year after it expires, as long as the vehicle has been inspected in the past 12 months. Road tests are never taken at the offices; schedule them online or by calling (518) 402-2100.

All four offices follow Monroe County’s holiday schedule and will be closed for Columbus Day on Monday, October 12, 2026. The county also posts temporary closures on its DMV page; recent ones included Friday closures for staff training during the state’s system upgrade, from November 2025 to February 2026, and a January 2026 water main break that shut The Mall at Greece Ridge and its DMV.
