The downtown Rochester DMV is Monroe County’s city office at 200 East Main Street, Suite 101, in a building it shares with the Social Security office and traffic court. It’s open weekdays from 8:30 a.m. to 4:30 p.m. Permit tests, REAL ID and Enhanced licenses require an appointment, while everything else is handled as a walk-in through the county’s Qless check-in system. Permit tests and enforcement transactions end at 3:30 p.m.

Appointments and Qless Check-In
Monroe County requires an appointment for three things at all of its DMV offices:
- Permit tests
- REAL ID licenses and IDs
- Enhanced licenses and IDs
Everything else, from registrations to license renewals, is handled as a walk-in. Since February 2, 2026, the county’s DMVs have used Qless for both: schedule an appointment through Monroe County’s DMV page or at an on-site kiosk, and when you arrive, check in at the kiosk and choose whether you have an appointment or are walking in. Qless then texts you when it’s time to go to the counter and lets you know which documents to have ready.

Sharing a Building With Social Security and Traffic Court
The downtown DMV opened in 2019 as the city’s first full-service DMV in 16 years, across from the former Chase Tower. It shares its building with the Social Security office and Rochester’s traffic court, which can save a second trip downtown. That’s especially useful for a name change: the DMV expects you to have updated your name with Social Security first, and here both offices are under one roof.

| REAL ID and Enhanced licenses and IDs | By appointment |
| Permit tests | By appointment, until 3:30 p.m. |
| Enforcement transactions | Yes, until 3:30 p.m. |

Plate Surrenders Without the Wait
To turn in plates without waiting for the counter, use the plate surrender bin outside, near the entrance; it’s only available during office hours. Monroe County charges $1 for a plate surrender, payable by cash or check to “Monroe County Clerk,” and mails your receipt to you. You can also surrender plates by mail, and the county lists other transactions you can mail in on its DMV page.
Registering a Vehicle at the Downtown Rochester DMV
The downtown office registers vehicles and issues plates as walk-in transactions. Monroe County residents pay a county use tax of $10 or $20 with each two-year registration, depending on the vehicle’s weight, but no MCTD fee. Bring proof of ownership, proof of New York insurance, your identification and proof of sales tax, and see our guide to registering a car in New York for the forms and fees.
Driver’s Licenses, REAL ID and Enhanced Licenses
Renewing Your License
You can renew up to one year before and up to two years after your license expires. If you already have a REAL ID or Enhanced license, or you’re keeping a Standard license, you can renew online after passing an eye test with an approved provider. Switching to a REAL ID or Enhanced license, updating your photo or changing your license class takes an office visit.
REAL ID or Enhanced?
Both can be used to board domestic flights and enter federal buildings. An Enhanced license can also be used to cross the U.S. border from Canada, Mexico and some Caribbean countries by land or sea, and it costs $30 more; a REAL ID costs the same as a Standard license.
License Fees
| Item | Fee |
|---|---|
| Class D license renewal | $64.50 |
| Class D license renewal with MCTD fee | $80.50 |
| Enhanced license | $30 on top of the regular fee |
| Replacement license or learner permit | $17.50 |
Monroe County isn’t in the Metropolitan Commuter Transportation District (MCTD), so residents pay $64.50 for a Class D renewal.
Before You Go: Payment and Holiday Closures
Payment
Monroe County doesn’t list accepted payment methods for counter transactions. Its recorded DMV helpline, (585) 753-1604, answers common questions, and the state DMV’s live line is (518) 486-9786.
Holiday and Temporary Closures
As a county office, the downtown DMV follows Monroe County’s holiday schedule. It will be closed for Columbus Day on Monday, October 12, 2026. The county posts temporary closures, such as the Friday closures during the state’s system upgrade in late 2025 and early 2026, on its DMV page.
Services You Can Complete Online
Some transactions don’t need a trip to downtown Rochester at all. On the DMV website, you can:
- Renew your driver’s license, if you’re eligible and pass an eye test with an approved provider
- Renew a vehicle registration, before it expires or up to one year after
- Schedule a road test
You can’t renew a registration online if the vehicle hasn’t been inspected in the past 12 months. Office appointments in Monroe County are booked through the county’s Qless system, not the DMV website.
Tips for Visiting the Downtown Rochester DMV
- Book REAL ID, Enhanced and permit test appointments first. They aren’t handled as walk-ins.
- Check in at the kiosk. Then watch your phone for a text telling you when to go to the counter.
- Take permit tests by 3:30 p.m. Testing stops an hour before closing.
- Changing your name? Update it with Social Security first; the office is in the same building.
- Surrendering plates? Use the bin outside during office hours.
- Need an evening? Use a suburban office’s late day instead.
