Hope Street Is the DMV’s “Los Angeles” Office

Two other names are easy to confuse with it. The Los Angeles Metro Industry Business Center, at 1365 N. Grand Ave., Suite 100, in Covina, serves dealers and other vehicle-industry customers, not the public. And the city has six more field offices, Lincoln Park, Hollywood, Arleta, Van Nuys, Winnetka and San Pedro, which don’t all do the same work; our Los Angeles DMV offices page compares them.

What the Hope Street Office Handles

  • Licenses and tests: driver’s license, ID card and REAL ID applications; name, address and gender identity changes; knowledge tests until 4:30 p.m.; and behind-the-wheel and motorcycle tests by appointment.
  • Vehicles: title transfers, new and out-of-state registrations, VIN verifications (a VIN-only visit needs no appointment), replacement titles and plates, special plates and disabled person placards.
  • Mobile driver’s licenses: Hope Street is on the DMV’s list of offices that help in person.
  • Kiosk, not counter: registration renewals and driver and vehicle records go to the kiosk or the DMV website, and replacement licenses are requested online. Grocery store kiosks open every day include the Ralphs at 2600 S. Vermont Ave. (5:00 a.m.–1:00 a.m.) and the Superior Grocers at 2000 S. Central Ave. (7:00 a.m.–10:00 p.m.).
  • Elsewhere: commercial skills tests at the Gardena commercial drive test center, 14825 S. Avalon Blvd., about 8.5 miles south, and smog checks at licensed smog check stations.

Before You Go

Start any license or REAL ID application online and bring the original documents; the DMV’s REAL ID checklist lists what’s accepted, and our California DMV appointment guide covers booking, drive tests and what to bring. For a title transfer or an out-of-state vehicle, our guide to registering a car in California lists the documents and fees; use tax in the city of Los Angeles is 10.25% as of October 2026. The office takes cash, checks, money orders, cards and digital wallets (with a 2.1% fee on cards and wallets) and closes on Veterans Day (Nov. 11), Thanksgiving (Nov. 26–27), Christmas (Dec. 25) and New Year’s Day (Jan. 1, 2027).
