Reservations aren’t required for every visit, but the DMV strongly encourages them. License Express and Midtown Manhattan are a few blocks apart, so if one is fully booked, check the other.

How to Book a Reservation

  1. Go to the DMV’s reservation system.
  2. Choose the transaction you need and the License Express office.
  3. Pick an open date and time, then complete the DMV’s Document Guide so you bring the right paperwork.

Walk-Ins and Busy Days

You can still walk in, but when the office has long wait times, only customers with a reservation are let in. Booking ahead is the only way to know you’ll be seen.

License Express or Midtown Manhattan?

License Express at 145 West 30th Street and Midtown Manhattan at 366 West 31st Street have the same hours and the same list of services, so choose by reservation availability or by which one is closer to your subway or train. Both are within walking distance of Penn Station.

Registering a Vehicle at License Express

License Express lists vehicle registrations and plates among its services. Bring proof of ownership, proof of New York insurance and your identification, and see our guide to registering a car in New York for the documents and fees.

Driver’s Licenses, REAL ID and Enhanced Licenses

Renewing Your License

You can renew up to one year before and up to two years after your license expires. If you already have a REAL ID or Enhanced license, or you’re keeping a Standard license, you can renew online after passing an eye test with an approved provider. Switching to a REAL ID or Enhanced license, updating your photo or changing your license class takes an office visit.

REAL ID or Enhanced?

Both can be used to board domestic flights and enter federal buildings. An Enhanced license can also be used to cross the U.S. border from Canada, Mexico and some Caribbean countries by land or sea, and it costs $30 more; a REAL ID costs the same as a Standard license.

License Fees

ItemFee
Class D license renewal$64.50
Class D license renewal with MCTD fee$80.50
Enhanced license$30 on top of the regular fee
Replacement license or learner permit$17.50

Manhattan residents and everyone else living in the MCTD counties pay the MCTD fee, so their Class D renewal costs $80.50. The fee depends on where you live, not on which office you visit.

Before You Go: Payment and Holiday Closures

Accepted Payment Methods

DMV offices accept cash; credit, debit and prepaid cards that don’t need a PIN, including American Express, Discover, Mastercard and Visa; Apple Pay, Google Pay and Samsung Pay; and personal checks or money orders payable to Commissioner of Motor Vehicles. You can split a payment between cash and a check.

Holiday Closures

As a state-run office, the License Express DMV is closed on state holidays, such as Columbus Day (Monday, October 12, 2026), Veterans Day, Thanksgiving and Christmas.

Services You Can Complete Online

Some transactions don’t need a trip to License Express at all. On the DMV website, you can:

  • Renew your driver’s license, if you’re eligible and pass an eye test with an approved provider
  • Renew a vehicle registration, before it expires or up to one year after
  • Schedule a road test
  • Make a reservation for an office visit

You can’t renew a registration online if the vehicle hasn’t been inspected in the past 12 months.

Tips for Visiting License Express

  • Use the current address. The office is at 145 West 30th Street; older listings still show 300 West 34th Street.
  • Compare with Midtown. Midtown Manhattan, a few blocks away, offers the same services if License Express has no openings.
  • Take transit. The office is a short walk from Penn Station; call the MTA for subway and bus directions.
  • Handle tickets elsewhere. Traffic tickets go to the Traffic Violations Bureau, not the DMV; see our guide to NYC TVB offices.
