Manhattan has four state-run DMV offices: Harlem on West 125th Street, License Express and Midtown Manhattan a few blocks from Penn Station, and Lower Manhattan on Greenwich Street. All four Manhattan DMV offices are open weekdays from 7:30 a.m. to 5:00 p.m., offer the same in-person services and take reservations, which the DMV strongly encourages. Manhattan also has two traffic ticket (TVB) offices and a AAA office that serves members only.

Which Manhattan DMV Office Should You Use?
Every Manhattan office handles the same transactions, so pick the one that’s easiest to reach or has the reservation time you want.
- Harlem is on the second floor of 5 West 125th Street, the most convenient choice uptown. The Manhattan North traffic ticket office is in the same building.
- License Express (145 West 30th Street) and Midtown Manhattan (366 West 31st Street) are both a short walk from Penn Station, so check both when you book.
- Lower Manhattan is at 11 Greenwich Street near Battery Park, and the DMV recommends getting there by public transportation.
Services at Manhattan DMV Offices
The DMV lists the same in-person services for all four offices:
- Upgrade to a REAL ID or Enhanced license
- Renew a license, permit or ID with a new photo, or without a new photo
- Exchange an out-of-state license
- Take a car or motorcycle permit test
- Restore a revoked or suspended license
- Apply for a restricted or conditional license
- Change the name or other information on a license, permit or ID
- Get a non-driver ID
- Get a CDL after passing a CDL road test
- Register a vehicle and get plates
Road tests aren’t taken at these offices; schedule them online or by calling (518) 402-2100, which is open 24 hours a day.
How to Make a Reservation
- Go to the DMV’s reservation system.
- Choose the transaction you need and one of the four Manhattan offices.
- Pick an open date and time, then complete the DMV’s Document Guide so you bring the right paperwork.
You can still walk in, but when an office has long wait times, only customers with a reservation are let in.
Hours and Holiday Closures
All four offices are open Monday through Friday, 7:30 a.m. to 5:00 p.m., and closed on weekends. As state-run offices, they close on state holidays; the next one is Columbus Day, Monday, October 12, 2026.

Fees and Payment
Manhattan residents pay the MCTD fee, so a Class D license renewal costs $80.50. An Enhanced license adds $30, and a REAL ID costs the same as a Standard license. DMV offices accept cash; credit, debit and prepaid cards that don’t need a PIN, including American Express, Discover, Mastercard and Visa; Apple Pay, Google Pay and Samsung Pay; and personal checks or money orders payable to Commissioner of Motor Vehicles.
If you’re registering a vehicle, our guide to registering a car in New York lists the documents you’ll need.
Getting There
The DMV recommends public transportation for the Lower Manhattan office, and all four offices are near subway lines. For subway and bus directions, call the MTA at (718) 330-1234.
