Staten Island DMV (Richmond Office): Hours, Reservations and Directions

Driver’s Licenses, REAL ID and Enhanced Licenses

Renewing Your License

You can renew up to one year before and up to two years after your license expires. If you already have a REAL ID or Enhanced license, or you’re keeping a Standard license, you can renew online after passing an eye test with an approved provider. Switching to a REAL ID or Enhanced license, updating your photo or changing your license class takes an office visit.

REAL ID or Enhanced?

Both can be used to board domestic flights and enter federal buildings. An Enhanced license can also be used to cross the U.S. border from Canada, Mexico and some Caribbean countries by land or sea, and it costs $30 more; a REAL ID costs the same as a Standard license.

License Fees

ItemFee
Class D license renewal$64.50
Class D license renewal with MCTD fee$80.50
Enhanced license$30 on top of the regular fee
Replacement license or learner permit$17.50

Staten Island residents, like everyone living in the MCTD counties, pay the MCTD fee, so their Class D renewal costs $80.50. The fee depends on where you live, not on which office you visit.

Before You Go: Payment and Holiday Closures

Accepted Payment Methods

DMV offices accept cash; credit, debit and prepaid cards that don’t need a PIN, including American Express, Discover, Mastercard and Visa; Apple Pay, Google Pay and Samsung Pay; and personal checks or money orders payable to Commissioner of Motor Vehicles. You can split a payment between cash and a check.

Holiday Closures

As a state-run office, the Staten Island DMV is closed on state holidays, such as Columbus Day (Monday, October 12, 2026), Veterans Day, Thanksgiving and Christmas.

Richmond Traffic Ticket Office

The Richmond Traffic Violations Bureau office is also at 1775 South Avenue in West Shore Plaza. It handles New York City moving-violation tickets, not DMV transactions, weekdays from 8:30 a.m. to 4:00 p.m. and until 6:00 p.m. on Thursdays. Call (718) 488-5710 with ticket questions, or see our guide to NYC Traffic Violations Bureau offices.

Services You Can Complete Online

Some transactions don’t need a trip to Staten Island at all. On the DMV website, you can:

  • Renew your driver’s license, if you’re eligible and pass an eye test with an approved provider
  • Renew a vehicle registration, before it expires or up to one year after
  • Schedule a road test
  • Make a reservation for an office visit

You can’t renew a registration online if the vehicle hasn’t been inspected in the past 12 months.

Tips for Visiting the Staten Island DMV

  • Use the current address. The office is in West Shore Plaza at 1775 South Avenue, not the old East Service Road location.
  • Park in the plaza lot. The DMV’s directions end at the West Shore Shopping Plaza parking lot.
  • Riding the ferry? The 46/96 Limited bus runs from the ferry to West Shore Plaza.
  • Book a reservation. When the office is busy, only customers with a reservation are let in.
