Morris County’s Only MVC Facility

Randolph is now the MVC’s only facility in Morris County. The Morristown agency on Speedwell Avenue and the Morristown inspection station on Ridgedale Avenue no longer appear on the MVC’s location lists, which makes Randolph the nearest option for Morristown-area drivers. Some older listings also show a Randolph agency at 1572 Sussex Turnpike; the MVC lists the agency at 160 Canfield Avenue, the same site as the inspection lanes and road test area.

Do You Need an Appointment at the Randolph MVC?

For license and vehicle business, yes: first-time licenses and permits, REAL ID, knowledge tests, out-of-state transfers, titles, registrations and plate transactions are by appointment only. Road tests need an appointment too. Inspections don’t.

How to Book an Appointment

  1. Open the MVC’s appointment scheduler and choose your appointment type, such as Initial permit, Auto road test, REAL ID or New title or registration.
  2. Pick Randolph from the list of locations, then choose an open date and time.
  3. Enter your contact details and keep the confirmation email. Each person needs their own appointment.

Walk-In Services

You can walk in without an appointment for name and gender marker changes, a probationary license after you pass your road test, disability placards, plate returns, permit validation, red GDL decals and 5-year driver abstracts. Most MVC agencies also have a drop box for returning plates.

Vehicle Inspections at the Randolph MVC

The state inspection station at Randolph is open weekdays from 8:00 a.m. to 4:30 p.m. and Saturdays from 7:00 a.m. to noon. There’s no fee and no appointment. Bring a valid driver’s license (the driver must be 17 or older), the vehicle’s registration document (not an online renewal receipt) and a New Jersey insurance card, and come up to two months before the month your sticker expires.

For most cars, the test reads the On-Board Diagnostics computer, and a 1996 or later vehicle with a lit check engine light fails. If yours fails, you’ll get a red sticker and have until one month after the last day of your sticker’s month to repair it and come back with your repair receipts, Emission Repair Form and Vehicle Inspection Report. Our guide to New Jersey car inspection covers exempt vehicles and the rest of the rules.

Road Tests at the Randolph MVC

Randolph is the nearest road test site for most of Morris County, as well as Sussex and Warren counties. Book an “Auto road test” appointment once you’ve passed the knowledge and vision tests and have a validated permit. The MVC requires at least six months of supervised driving if you’re under 21, three months if you’re 21 or older, or 20 days outside the Graduated Driver License program. Tests are given weekdays from 8:00 a.m. to 4:00 p.m. After you pass, you can get your probationary license at the agency as a walk-in. Our NJ MVC appointment guide covers motorcycle, moped and CDL road tests too.

Registering a Vehicle at the Randolph MVC

Randolph titles and registers vehicles with a “New title or registration” appointment. Bring the title, your ID, proof of New Jersey insurance and Form BA-49, plus Form OS/SS-UTA for an out-of-state title. Plan on $60 for the title ($85 with a lien), $46.50 to $84 a year to register most passenger cars and 6.625% sales tax on a purchase; our guide on how to register a car in New Jersey has the details. Out-of-state vehicles must be inspected within 14 days of registration, and the inspection lanes are right here.

Driver’s Licenses and REAL ID

Renewing Your License

Most drivers can renew online, including those renewing a REAL ID, even if their renewal notice says to visit an agency. You must renew in person, by appointment, if you hold a CDL or your visa is expiring. New licenses aren’t printed at the agency; yours arrives by mail in two to four weeks, so keep your receipt until it does. A license that’s been expired for more than three years means starting over as a first-time driver.

Getting a REAL ID

If your license expires within three months, book a renewal appointment and upgrade during that visit; otherwise, book a REAL ID appointment. Bring identity documents worth six points, two proofs of your address and proof of your Social Security number. A REAL ID costs $35, compared with $24 for a standard license.

Before You Go: Payment and Holiday Closures

Accepted Payment Methods

The MVC accepts American Express, Mastercard, Visa and Discover cards, checks, money orders and cash.

Holiday Closures

Like every MVC facility, the Randolph agency closes on state holidays. Expect closures on Columbus Day (Monday, October 12, 2026), Election Day (Tuesday, November 3), Veterans Day (Wednesday, November 11) and Thanksgiving (Thursday, November 26); the MVC announces each one a few days ahead.

Services You Can Complete Online

Some transactions don’t need a trip to Randolph at all. On the MVC’s online services page, you can:

  • Renew a standard or REAL ID license or ID, if you’re eligible
  • Change your address
  • Replace a lost license
  • Renew a vehicle registration or replace a lost one
  • Request your driver history abstract
  • Pay a surcharge or restoration fee

Tips for Visiting the Randolph MVC

  • Know which hours apply. The agency opens at 8:00 a.m., but the inspection lanes open at 7:00 a.m. on Saturdays and close at noon.
  • Book your road test as soon as you’re eligible. The scheduler shows open times at Randolph and every other site.
  • Bring the right documents for each line. Inspections need your license, paper registration and insurance card; license business needs 6 points of ID.
  • Walk in after your road test. Probationary licenses don’t need a separate appointment.
  • Renew online when you can. Most license and registration renewals don’t need a visit.
