Not Fresno North, the Fresno IBC or the test center: the DMV lists the office at 6420 N. Blackstone Ave., about 5.5 miles north-northeast, as Fresno North, so pick this one as “Fresno” when you book. The Fresno IBC shares the Blackstone Avenue address but serves auto dealerships, vehicle registration businesses and trucking companies and doesn’t offer regular field office services, and the Fresno Commercial Drive Test Center on East North Avenue is for commercial skills tests.

What the Olive Avenue Office Handles and What Goes Elsewhere

  • Licenses and tests: driver’s license, ID card and REAL ID applications, knowledge tests until 4:30 p.m., and behind-the-wheel and motorcycle tests by appointment; Fresno North doesn’t give motorcycle tests.
  • Vehicles: title transfers, new and out-of-state registrations, VIN verifications, plates and placards. A private-party purchase owes use tax at the rate for the address where you register it: as of October 2026, 8.35% in Fresno, 8.975% in Kerman and Fowler and 7.975% in unincorporated Fresno County, including Calwa, Malaga and Easton. Our guide to registering a car in California lists the documents and fees.
  • Skip the line at a kiosk: registration renewals and driver and vehicle records can be done at the office’s self-serve kiosk, online, or at grocery store kiosks open every day, including the FoodMaxx at 3241 W. Shaw Ave. (6:00 a.m.–midnight) and the Foods Co at 4838 E. Kings Canyon Road (6:00 a.m.–1:00 a.m.). DMV business partners nearby also handle some registration work for their own fee, including Sunnyside Business Center, 524 W. Olive Ave. (weekdays), and Veros Registration Service, 404 N. Abby St. (10:00 a.m.–5:00 p.m. Saturday).
  • Elsewhere: mobile driver’s license help at Clovis, about 8.5 miles east-northeast and the only Central California office on the DMV’s list of offices that help in person; commercial skills tests at the Fresno Commercial Drive Test Center, about 5 miles south-southeast; and smog checks at licensed smog check stations.
